JAMES T. PAUL Ph.D., President & Chief Scientist. Dr. Paul has provided Expert Services (Field Investigation, Data Analysis & Reporting, and Testimony) in Florida, Georgia, and Louisiana, and is currently conducting personal research in prediction of low windspeeds as these affect both landing field safety and night-time transport of smoke from prescribed fires. He is recipient of several awards, including those from USDA, Forest Service, and from the National Association of State Foresters. With more than 40-years of related experience, his publications number more than 80. He is invited as instructor in meteorology for agency-sponsored and academic courses in continuing education. His professional affiliations include membership in the Society of American Foresters, American Meteorological Society, Georgia Academy of Science, National Weather Association, Sigma Xi, and Royal Meterological Society. Scitran was incorporated in the Spring of 1991 to meet the needs of practitioners for interpretations of the literature, and for experienced opinions in the absence of citable references or records of events. We offer consulting services in Meteorology, Climatology, Wild and Prescribed Fire, and Related Effects. The latter include, but are not limited to impact of fog, smoke, or relative combinations thereof, on highway visibility. Further examples include the likelihood of spot fires and other fire escape phenomena. Often the work we do crosses primary subject bounds with beneficial interdisciplinary results. Still, one discipline will usually be of dominant importance to the client we are serving. Sometimes we are called upon to make a narrowly defined assessment (for example, the likelihood of adverse weather during landing of an aircraft which has been involved in an accident at an unattended airstrip with no survivors and no witnesses). Because of our related experience we are also called upon to provide investigations in extended fields (for example, experimental comparisons of luminous intensity under the same impaired visual ranges for vehicles with different lamps and other lighting arrangements).
